Why BSNL 3G not opening some websites ? [closed]

I am Sarang Dave from India. I am using BSNL 3G prepaid wireless broad band.

When I have purchased it, it could open the website : http://stackoverflow.com But, now from last 2 months, I am unable to open this website. :(

I have changed my DNS server to 8.8.8.8 & Alternate server to 8.8.4.4. This both are the free google dns servers. But, still facing the same problem. For reference : http://code.google.com/speed/public-dns/docs/using.html

I am getting following error after loading :

The server at stackoverflow.com is taking too long to respond.

Please suggest the solution. For reference :
